GROUNDED IN LEGACY:

WEST GEORGIA'S FIRST LEGACY HOUSE

Atlanta's position as the epicenter of human trafficking in the southeastern United States has created an unprecedented demand for specialized residential care facilities designed specifically for child survivors of commercial sexual exploitation (Polaris Project, 2023). While traditional foster care, group homes, and residential treatment facilities serve important roles in child welfare, research consistently demonstrates that these settings are fundamentally inadequate for addressing the complex trauma and specialized needs of trafficking survivors aged 12-17. The gap between need and availability of appropriate housing has reached crisis proportions wioth demand for specialized beds exceeding capacity by more than 400% in the Atlanta metropolitan area (Georgia Division of Family and Children Services, 2024).

A Service Desert in Plain Sight
The issue isn’t just that trafficking exists. It’s that when children are pulled from these life-threatening situations, there is literally nowhere for them to go.

West Georgia—our target region—is one of the most underserved zones:
• In a 2023 Georgia Department of Human Services (DHS) report, Carroll, Coweta, and Troup counties reported a 22% increase in juvenile trafficking-related investigations, with zero in-county treatment homes available.

• Children are routinely sent out-of-county or placed in general foster care or juvenile detention, which lacks specialized trauma services and often re-traumatizes victims.

The Core of Our Mission: A Purpose-Built Treatment Ecosystem:

At the heart of this initiative lies our flagship residential treatment program—a 12- to 16-bed home in West Georgia, intentionally designed to serve child survivors of commercial sexual exploitation. Unlike temporary shelters or foster placements, this will be a trauma-centered, therapeutically intensive sanctuary engineered from the ground up.

Summary of Urgent Needs OLH Will Address:
✅Residential space for child survivors in under-resourced regions of Georgia
✅ Long-term, trauma-informed care for minors exiting trafficking
✅ Clinical staffing for CSEC-specific treatment
